Firefighters called to the scene notified the Los Angeles Department of Water and Power that unstable power lines were dangling over the street and the area was declared off limits for pedestrians. The power pole, hit by the truck, was leaning over the street at a severe angle.

A transformer was also observed to be leaking a fluid, which was later determined to be a "cooling oil" for the transformer.

An inspector from the Los Angeles Department of Building and Safety was called in to check on damage at the apartment house.

"I could hear screaming from the lady in the blue, car," said Sylvia Lujan, a resident of a nearby house who ran outside to investigate the crash.

The woman was trapped inside the vehicle, several people who rushed to the scene attempted to pry open the car door, but they were unable to get her out.

Firefighters from the Urban Search and Rescue unit who arrived on scene used a special apparatus to cut off the door and extract the woman.

Some witnesses at the scene told how the crash was actually their alarm clock for the morning, as they heard the noise of honking car horns, screeching tires, the crunching of metal and what they described as a "loud crash."

Rebeccca Silberman, a resident of the apartment building that was damaged said she was not hurt in the incident.

"I checked on my neighbors who have a 4-month-old baby and fortunately, they were in back rooms that were not impacted by the crash," said Silberman.
